500 children in the street now possess an identity card. This project will serve as model for the issuing programs of identity documents in Latin America. The members of these children’s family have also benefited from this campaign, financed by Poland.
About five hundred street children possessing no papers of identity received a card thanks to the campaign Yo existo, tengo derecho a la identidad (“I exist, I have a right to an identity). This is what Jacek Klisowski, manager in charge of the association Ayllu Situwa, declared at the ceremony during which he presented a balance sheet of the campaign.
Klislowski spoke about the work carried out with the children living in the zones of extreme poverty in the districts of Chorrillos, San Juan de Miraflores, San Juan de Lurigancho, San Miguel, Lurin and Villa Maria del Triunfo. This mission could be achieved thanks to the support of the Polish Ministry for Foreign Affairs.
He also described the great difficulty they had to face to carry out this work since, in many cases, even the parents of these children had no papers vouching for their identity. Consequently, he also had to take steps to obtain identity papers for certain parents. “A certain number of them belong to the second, even the third generation of children who grew up in the streets” indicated he.
Support by the Reniec (National Identity Register of Peru)
It has to be admitted that this campaign for the delivery of identity papers was given full support by the Reniec. For instance, the original birth certificates or other documents were not required; simple copies were sufficient. It has also been accepted that the direct family members act as witnesses and not only as parents. Violeta Aguinaga, spokes person of the Reniec, pointed out that the support of her institution meets the National Plan for identity restitution launched in 2005.
Where Pilar Urbina of the Redenac (Network of educators of street children and youngsters) is concerned, who took part in this campaign, she pointed out that thanks for their identity card these children will be able to benefit from the State programs of health insurance and fight against poverty.
It is in that sense that she considers this campaign could serve as example in other Latin American countries.
A successful campaign
It is the first time that my country invests itself in this initiative to issue identity documents in the region, but seeing the success obtained by this campaign we intend to value the possibility so that the authorities repeat this initiative in other regions, within the frame of our programs of development improvement.

130 adults, parents of these children, have also benefited from this campaign.
