With the study on violence against children published by the United Nations Secretariat in 2006 as a reference, this questionnaire is being released in order to learn about the progress in implementing the recommendations on a state level.
The study on violence against children in 2006 by the UN General Secretariat presented a global state of the nature, extent and causes of violence against children, and proposed a list of recommendations on how to prevent and fight this problem.
The year 2011 marks the fifth anniversary of the review of the study in the General Assembly. It is necessary to examine the progress being made, to reflect on good practices and success factors and double efforts in order to overcome the remaining difficulties and to promote a paradigm shift in the protection of children against violence. The Special Representative of the Secretary General, appointed to promote prevention and elimination of all forms of violence and promote the implementation of the recommendations of the study, is now conducting a survey to assess the progress and establish future priorities.
The questionnaire has twelve sets of questions, referring to twelve general recommendations contained in the UN study. Governments are called upon to include all relevant information appertaining to each recommendation in order to describe properly the situation on both a legal and a practical level, such as:
In their responses, governments are encouraged to describe the measures taken on a national level to fight violence in the broadest sense, and violence toward children in a particular sense. It shouldn’t be forgotten that actions to eradicate all forms of violence against children are not necessarily the responsibility of one government sector and, taking into account the administrative structures, may be a matter of federal, state, provincial or municipal governments.
